No, there is no misunderstanding, the rights service works as reported in
the issue. I have twice proposed a vote to not consider 'delete' rights at
document level, which is the quick fix, but the votes did not pass. So, in
the default configuration, 'delete' and 'edit' rights are, in practice,
equivalent.
You are right concerning the fact that a user with edit right, could gain
delete right, but only if he knows how, which is not the same risk. Only
advanced user has the interface and the knowledge. And there is a recycle
bin to prevent complete loss of the data, that need admin right to be
emptied. So, I do not see why we could not simply close it with wont-fix
since the vote do not pass. WDYT?
