Hi,
I believe a scheduler is a core plugin as many other plugins or wiki
scripts might want to use it to create maintenance tasks.
I vote for having it in the core.

We need to define the list of core plugins. I don't know if it can be
qualified as a core plugin (I don't think so). That said, there's a
jira issue on me to release the plugins in xwiki-plugins. Once it's
released anyone should be able to simply grab it and drop it in one's
XWiki installation in WEB-INF/lib (and define it in xwiki.cfg).
If the task plugin is in the sandbox it probably means it was missing
some love and nobody was taking care of it. If you're happy to support
and maintain it, we can start a vote to move it to xwiki-plugins area
(and rename it to scheduler at the same time!).
