If you look at commit 25983, the only difference is that I reordered the
branches of the topmost #if, which means that in the end the same output
is generated. Yet, with the HTML generated on the #else branch it
generates a <p>.

One is caused by the rendering, it creates a<p> around the<div> inside
the {{html}} macro. I had the same problem with the DeletedDocuments.
Should be investigated by Thomas.
