I have updated to XWiki Enterprise 4.1.4. However, it seems to not have
captured the skins/CSS I was using. in my old Xwiki instance. When I log
in and go to the Administer Xwiki page, the Presentation section is blank.
Is there another way to view/set the default skin value?

You can try to force the skin by adding ?skin=colibri in the URL.

The image you linked has obvious elements from the Toucan Skin. You need to
change the skin.
Regarding the URL, instead of
/xwiki/bin/admin/Main/WebPreferences?editor=spaceadmin§ion=Presentation&space=Main?skin=colibri
please put
/xwiki/bin/admin/Main/WebPreferences?editor=spaceadmin§ion=Presentation&space=Main&skin=colibri
"?skin=colibri" works if you have no parameters in the URL. If there are
already some parameters you concatenate them by using the '&'.

Thank you both... I overlooked the fact the URL had existing parameters. I
made the change and was able to see some elements of the custom skin.
However, the larger problem remains... when I go to the Admin->Presentation
page I still do not see any options under the Presentation banner such as:
Header, Panels, Footer and Skin
