I would like to move the new Skins Tutorial (

Guide and link it from Adminstration Guide.

I had put it in the admin guide because changing the skin is an admin
operation and is not something to be done by users.
So personally I prefer to keep admin stuff in the admin guide. Admin
here doesn't mean infrastructure but administration of the wiki.
for now I'm -1 till someone explains why we need to change this.

The tutorial is great, nice illustrations.
For me it misses a paragraph where you explain the differences between a
filesystem skin and a skin defined in a wiki page.
