No this isn't right ;) Project leads must follow the list to know
what's going on/manager jira issues.
  On the other hand, following a discussion with
Vincent, this makes
 full sense as
 the jira notifications are only supposed to privately ping a user
 about an
 issue, not to give the big picture -- the big picture would be
 handled by the
 mails on the list.
