Hi,
We cannot not have a version increase, as it is the only way to really
be able to make a diff between 2 versions.
However we have 2 fields that are not much used right now, called
Content Update Date, and Content Update User.
For all changes not relating to content, we should not modify these.
This applies for comments, tags.
Also, with the minor version feature introduced by Artem, we should make
comment additiona automatically a minor version.

Of course we would still need to send notifications even when
comments are added.
This is a general question about objects attached to a document. As
of now I'm not sure we should treat some objects differently than
others.
Just to step back and play the devil, why is it bad that document
version is increased when comments are added?
