and I won't have an option to select the "More Actions" menu for that
page. I'm sure I've misunderstood what I'm supposed to do. Thanks

Hi,
you have to go on xwiki/bin/skin/XWiki/MySkin . here you change your
rights. The attachments rights are the same as the document rights.
