Would this be considered a bug? Is it already in JIRA? Or is it
working as expected and admins are expected to modify the view rights
of the skin?

exactly. it's the problem. One other way to fix it is to add anonymous
view rights on your skin.
Like this you can view the skin when you are not logged in.
