In my experience it happens when you set a non default skin and force
authentication on all page views. If I understand correctly, the cause
is that the login page will attempt to use a stylesheet that is stored
in the db... but because authentication is on, you cannot access that

exactly. it's the problem. One other way to fix it is to add anonymous
view rights on your skin.
Like this you can view the skin when you are not logged in.
