It's in the skin. If the Header element from the currently-used skin is not empty, that's where the code is that draws the header. If it is empty, it uses header.vm from the templates directory. Not yet familiar with how the admin stuff works on 1.0 but it was in the admin menu on 0.9.840. As you're using the XWiki10 skin, browse the following location on your tomcat server: <tomcat installation directory>\webapps\xwiki\skins\xwiki10b1\menuview.vm Search for Documentation.
