It is not normal that your wiki has empty strings. Normally it
automatically falls back to the translation in
ApplicationResources.properties
when it cannot find one in the language file. This is why normally
ApplicationResources.properties and ApplicationResources_en.properties
are the same.
Maybe there is an issue there and they are different ?
Actually i think i know what is the issue: when you ask for formated
resource file all the keys are listed, even the empty one. The
translation system go to default translation only if there is no
translation provided for a key, empty is valid. I think l10n should
skip empty translations.

is the functionality around reviewing and validation. If I find a
