 We already cover this pattern in most of the cases, but there are still some
 inconsistencies:
 - comments: only the header is highlighted; 
I don't think this should be necessarily considered an inconsistency. I
would say there can be situations when it would make sense to only
highlight part of the item, or only add a border around it, or some
other type of highlighting, so we could loosen the restriction.
Otherwise put, I would be for standards guidelines which don't consider
this to be an inconsistency.

  - attachments, colorthemes are not highlighted at all;
 - trees and WYSIWYG elements have a different color (I don't know if we can
 change this to use the color themes variables);
 - maybe others?
 Having a stardard for this kind of things it will be easier to know what
 elements are out of order, and what needs to be fixed in order to assure the
 consistency.
