Definitely not. E.g. for Latvian capital letter (if other letters are
lowercase, of course) is used only at the beginning of sentence and for
proper nouns (names).
We are talking about titles and labels here, not about sentences that
require language-specific rules.
Does you previous comment also apply to titles and labels in Latvian?
Examples:
"Document Name"
"Space Name"
"Page Title"
etc...
