I am a little bit afraid of enabling by default, because if the hosting
machine doesn't have a SMTP server (or one configured by the Admin) or
some missing configured-out-of-the-box thing, our mailsender plugin will
output a lot of stack-trace errors.

These is indeed a useful feature, but it should definitely be
configurable (with the possibility to disable it) at the wiki level as
well, not just in the user profile. Not every wiki admin wants to spam
the users with notifications :). Anyway, it should be enabled by
default, or otherwise people won't know the feature exists.
I've also seen other use cases, such as "Notify everyone when a
certain type of document is created". Maybe this could be taken into
account later, in future developments.
+1 in general to the idea, and for 1b and 2b as defaults.
