It's in the skin. If the Header element from the currently-used skin is not empty, that's where the code is that draws the header. If it is empty, it uses header.vm from the templates directory. Not yet familiar with how the admin stuff works on 1.0 but it was in the admin menu on 0.9.840. Doesn't make sense. With that preference set, no unauthenticated user should be able to edit anything. Displaying or not displaying the links shouldn't make any difference either. Are you sure the users have not authenticated? Tossing the all the cookies from your XWiki host in the user's browser will assure this. brain[sic]

Vincent, Thanks for your reply. I am sorry for not changing the subject in using the reply mode. Usually I am careful to do that ... In fact I had the proper rights set, but obviously I have done something wrong in my messing with the files after the initial instalation of XWiki. After Brain's and your hint that setting the rights should do the work, I just reinstalled XWiki and with the same rights I don't have a problem. Thanks again, Darina
